Агенство США з міжнародного розвитку USAID реалізує в Україні «Програму USAID з аграрного i сільського розвитку (AГРО)».
Фахівці Центру просторового менеджменту і планування беруть участь у виконанні пілотних проектів створення нового інструменту просторового планування — Комплексних планів розвитку територій Пісочинської та Роганської громад Харківської області. Сфера відповідальності у рамках проекту — розроблення розділу Ландшафтне планування та Стратегічна екологічна оцінка Комплексного плану. Розділ Ландшафтне планування розробляється вперше офіційно у складі містобудівної документації місцевого рівня з метою комплексного вивчення природних особливостей територій та розроблення природоохоронних цілей і заходів. Використання результатів ландшафтного планування території громади для розроблення Звіту із Стратегічної екологічної оцінки є методичною новизною цієї роботи. Окрім того, розроблення Звіту із Стратегічної екологічної оцінки базується на геоінформаційних технологіях. Геодані про вихідні умови функціонування території організовані в ГІС, що дає можливість аналізувати планувальні рішення в напівавтоматизованому режимі і оперативно отримувати візуалізовані результати оцінки. Це дало можливість вже на етапі попередньої аналізу у рамках СЕО вибрати найбільш оптимальні альтернативи для перспективного розвитку громади.
The USAID Agriculture and Rural Development Support program (2021)
Specialists of the Center for Spatial Management and Planning are involved in the implementation of pilot projects to create a new tool for spatial planning—Comprehensive Development Plans of Pisochyn and Rohan communities of Kharkiv region. The area of responsibility within the project is the development of the Landscape Planning chapter and Strategic Environmental Assessment of the Comprehensive Plan. The Landscape planning chapter has been developing for the first time officially as a part of town-planning documentation of local level for the purpose of complex studying of natural features of territories and development of the nature protection purposes and actions. The use of the results of landscape planning of the community area for the development of the Strategic Environmental Assessment Report is considered as a methodological novelty of this work. In addition, the development of the Strategic Environmental Assessment Report is based on geographic information technologies. Geodata on the initial conditions of the territory are organized in GIS, which makes it possible to analyze planning decisions in a semi-automated mode and quickly obtain visualized evaluation results. This made it possible at the stage of preliminary analysis within the SEA to select the most optimal alternatives for the long-term development of the community.
Стратегічна екологічна оцінка схеми планування частини території Канівського району (2020–2021)
На замовлення Степанецької сільської територіальної громади Канівського району реалізовано проект із розроблення Стратегічної екологічної оцінки Схеми планування території частини території Канівського району. Звіт про СЕО розроблявся відповідно до вимог Закону України «Про стратегічну екологічну оцінку», з урахуванням Методичних рекомендацій щодо здійснення СЕО документів державного планування. Крім того, у рамках цього проекту здійснено апробацію німецьких методичних підходів у відповідній сфері, зокрема і тих, що застосовувались у практиці планування розвитку окремих громад. СЕО базувалось на детальному дослідженні природних умов і компонентів ландшафтів, екологічного стану території громади. Застосовані методичні підходи ландшафтного планування для аналізу планувальних рішень проектного плану.
Strategic Environmental Assessment on the scheme of planning of a part of the territory of the Kaniv district (2020–2021)
At the request of the Stepanetska rural community of Kaniv district, a project on development of the Strategic ecological assessment of the Scheme of planning of the territory of a part of the territory of Kaniv district was implemented. The SEA report was developed in accordance with the requirements of the Law of Ukraine “On Strategic Environmental Assessment,” taking into account the Guidelines for the implementation of the SEA of state planning documents. In addition, the project tested German methodological approaches in the relevant field, including those used in the practice of community development planning. SEA was based on a detailed study of natural conditions and components of landscapes, the ecological state of the community. Methodical approaches of landscape planning for the analysis of planning decisions of the project plan have been applied.
Integration of ecological concerns into the territorial planning of communities in Ukraine (2018–2020)
The aim of the project was to apply and test the methods developed in previous projects on the new level of Amalgamated Territorial Communities (ATC, Gromadas). For a model area, parts of the territorial plan were developed, including ecological concerns.
Integration of Ecological Objectives into the Territorial Planning System of the Ukraine (2014–2017)
The aim of the project was the integration of landscape planning approaches into territorial plans, to enable e.g. their consideration during the design of sustainable spatial planning strategies.
Landscape planning in Ukraine. Landscape program and landscape plans development (a case of Cherkassky region) (2010-2014)
Since it is this kind of approach landscape planning is pursuing, it is a suitable discipline for solving problems. In the project a German-Russian advising team had familiarized the Ukrainian partners with the fundamental techniques and methods of landscape planning. The know-how had been tested on different planning levels.
